James (Jim) Dean Chapman, 55, of Sherwood, Arkansas passed away April 21, 2012. Jim was retired from the North Little Rock Police Dept. where he served for 23 ½ years. He worked his way through the department to the rank of lieutenant serving in several capacities. His passion at work was solving crimes. He worked as an investigator and then later as the supervisor of investigations. During his career he was instrumental in the solution of numerous murders and other crimes. He was serious about his job and expected the best of himself and others. At the same time he was known for adding some levity to ease the stress of the job. He volunteered for extra duty by serving on the department's honor guard. He retired from the department in 2004 to accept the position of Chief of the Arkansas State University Police Department under Jim's leadership he accomplished many firsts. One of the most important happened in 2009 when ASU's University Police Department became the first University Police Department in the state of Arkansas to receive full accreditation and status by the IACLEA. The ASU police department completed the three-year process in one-and-a-half years and adopted the 231 standards from IACLEA and UPD policies and practices and established documentation that personnel operate according to them. Jim was presently employed with Arkansas Best Freight as the regional safety and security manager for the ABF terminals in AR., LA., MS., Memphis and Jackson, TN.
Jim enjoyed time spent with friends on the golf course, and riding his motorcycle, but mostly he enjoyed being with his wife and daughter. Jim was a man of great honor and integrity, who deeply loved his family and was deeply loved in return. He will be greatly missed and forever in our hearts.
Jim is preceded in death by his mother Grace Chapman, and Father-in-law Percy Best. He is survived by the love of his life, his wife of 27 years, Debbie and his beloved daughter Candace. Son James D. Chapman, Jr., his precious, (funny) dog Zoe. His mother-in-law Helen Best, Sister-in-laws Dianne Best, Denise Glenn (John), Delanie Harrell (Rob), brother-in-laws Chris Best (Ellyce), Craig Best (Karina), and father William M. Chapman and wife Myrna, brother Robert Chapman (Terri Lynn) and numerous nieces and nephews.
Visitation will be held from 12:00 – 2:00 p.m. on Thursday April 26th, 2012 at Griffin Leggett Rest Hills Funeral Home. Funeral service will follow at 2:00 p.m. 7724 Landers road, North Little Rock, Arkansas 72117 (501) 835-3515. Entombment to follow at Griffin Leggett Rest Hills Memorial Park.
In lieu of flowers memorials may be made to the Arkansas Chapter of Police Survivors at P.O. Box 242911 Little Rock, Arkansas 72223 and to the Humane Society of Pulaski County 14600 Colonel Glenn Road, Little Rock, AR 72210.

Debra my heart goes out to you and Candace! Debra our memories of Jim is of a very patience man!We would see him come to Dillards and just take a chair knowing might be awhile before you got lunch.You could ssee in your and his face you were the love of of your life. I'm sure in his workplace he was strong,firm,and a compass ate man. I have great memories of working with Jim here at Astate. I loved the times he and Assistant Chief Randy Martin would come by my office on the way to the cafeteria for lunch to talk about things on campus, students, the crazy life of college professionals, you name it. My father was a career policd officers for over 30 years. My tie with Jim and the UPD officers was one of mutual respect and professional admiration. However, my most favorite memories are of he and Deb driving throught the Astate tailgate area in the tricked out UPD golf cart, laughing, talking and enjoying everyone they spoke with. Jim is a special man and I have missed him tremendously at Astate. I know now I can at least continue my conversations/thoughts with him as he will hear me in heaven! My love to Deb and Candice!!
