PENLEY, BERTRAND WINFIELD 95, passed away February 23, 2017. Born in Lisbon Falls, Maine, he grew up tending his family’s farm alongside his father, mother, brother, and sisters. Bert attended a one-room schoolhouse, with 14 students, several of whom were relatives. He walked a mile through woods to and from class each day, many of those treks taken in snowy blizzard-filled weather.
Two years after being orphaned at age 15, he joined the Civilian Conservation Corps where he helped create state parks, roads, and trails enhancing the beauty of his home state. Employment followed at the South Portland Shipyard, and as a specialized carpenter at Bath Iron Works. From these experiences, Bert grew into a resourceful, disciplined, problem-solver, behaviors he maintained his entire life.
Drafted into the Army Air Corps during WWII, he was sent to Fort Homer Hesterly Armory in Tampa, FL. There, on a blind date, he met his future wife, Viola Langford. Soon after, Bert sailed from New York Harbor on the Queen Elizabeth to Keflavik, Iceland, where he served as a Military Police and was discharged from the service in 1946.
Married in Tampa, Bert and Viola lived happily in Seminole Heights for 55 years in the home he built. He had a gratifying 30-year career with the City of Tampa Engineering Department, designing and constructing hundreds of roads to meet the needs of a growing community. Today, the footprint of that work remains throughout the city of Tampa.
He was a devoted husband and father, a good neighbor, and led by example. Along with wife Viola, Bert lived an honorable life framed with Christian values, an extraordinary work ethic, and a sweet smile, reminding us to value life’s wonders, both big and small.
Preceded in death by his loving wife of 69 years, Viola; son-in-law, Paul Koenig; brother, Channing Penley; and sisters, Dorothy and Theona. Survived by daughter, Kathy Penley Koenig; son and daughter-in-law, Michael and Lorrie Penley; grandson, Mark Koenig; grandson and wife, Lee and Vicki Koenig; great grandchildren, Paul, Owen, and Nora Koenig, and numerous nieces and nephews.
