Cecil was born on September 3, 1925 and passed away on Saturday, March 10, 2018.

Cecil was a resident of Illinois at the time of passing.

He was a captain in the Army Veterinary Corps, 1954 - 1956.

He was recognized for his contributions to the profession of veterinary medicine with the Kansas State University College of Veterinary Medicine and Veterinary Medical Alumni Association Distinguished Alumnus Award, Meritorious Service Awards from the Illinois State Veterinary Medical Association and the University of Illinois College of Veterinary Medicine, Alumni Association.
