Rev. Dr. Phillips was born on August 13, 1959 and passed away on Saturday, October 26, 2019.

Rev. Dr. Phillips was a resident of Virginia at the time of passing.

Charlene was always ambitious and driven, she graduated from Gary High School at the age of 16.
