James passed away on Sunday, November 3, 2019.

James was a resident of Johnson City, Tennessee at the time of passing.

Left to cherish his memory are his daughters Shannon Allgood (Joe), Dana Stiffler (Gary) and Sharron Miller; son, Cecil Penley; brother, Oscar (Amy) Surber; brother-in-law, Buddy Colson; grandchildren Tiffany Adkins, Zachery Oliver, Cheyenne Adkins, Christopher Adkins, Joshua Surber, Nick Stiffler, Titiana Rhea, and JJ Surber; niece Melissa (Sam) Surber; nephews Brandon Surber, Matthew Surber,and Michael Surber; great grandchildren Jamari Keeter and Serenity Elizabeth Grace Adkins; and best friend Gus Keys who was like a brother to James.. The family will receive friends 9:00 AM, Monday, November 11, 2019 at Dillow-Taylor Funeral Home. Graveside services will be 10:00 AM at Fairview Cemetery with Pastor Don Hilton officiating.
