Joseph was born on September 12, 1920 and passed away on Sunday, May 14, 2017.

Joseph was a resident of Walbridge, Ohio at the time of passing.

Mr. Starkey was a lifelong resident of East Toledo, graduating from Waite High School in 1938.

He was drafted into the United States Army during World War II and served as a locomotive engineer, transporting military supplies from Iran to Russia.

The family will receive friends at the Eggleston Meinert & Pavley Funeral Home, Oregon Chapel, 440 S. Coy Road on Wednesday, May 17, 2017 from 10:00 am until time of funeral service at 11:30 am. Interment will follow at Lake Township Cemetery.
