Lowell was born on November 27, 1923 and passed away on Saturday, October 5, 2019.

Lowell was a resident of Indiana at the time of passing.

He attended grade school at Wiley High School in Terre Haute, Indiana.

At the completion of his internship, Dr. Steen was called to active duty in the Army Medical Corps.
