He was a Korean War Veteran serving as an Engineman Third Class in the United States Navy from 1948 to 1952.

Ludger was a member of Annunciation Parish/Our Lady of Holy Rosary Church of Gardner, American Legion Post 129 of Gardner, Gardner Youth Hockey, a founder of the Gardner Merchants Football team, former member of the Gardner Parks and Cemetery Commission, and played an instrumental role in the construction of the new Gardner Animal Shelter, the Memorial Park Bandstand and the North Central Pathway. Funeral Services will be held Saturday, November 30, 2019, from the Boucher Funeral Home, Inc., 110 Nichols Street, Gardner, with a Mass at Annunciation Parish at Our Lady of the Holy Rosary Church, 135 Nichols Street, Gardner, at 11:00 a.m. Burial will follow at Notre Dame Cemetery, West Street, Gardner.
