Otis was born on June 8, 1931 and passed away on Wednesday, March 7, 2018.

Otis was a resident of Ohio at the time of passing.

He graduated from Sheffield High School in Sheffield, IL in 1949.

Doc attended St. Ambrose College from 1949 to 1951, He then joined the US Navy on Aug. 10, 1951 and served in the 6th Fleet aboard the USS Worcester CLV144 as a Radioman.
