Mother Dollie Jean Rowe was born on May 25, 1930 to the parentage of Charles and Stella Walker in Wichita Falls, Texas. She was the second oldest of four children. She was preceded in death by her parents and two brothers, Charles Walker, Jr. and James Walker.

She attended public schools in Wichita Falls, Texas and moved to Dallas in 1963. She had a passion for cooking. Not long after moving to Dallas she was employed as a cook in Dallas Independent School District. After leaving DISD, she utilized her cooking skills at Lobias Murray Christian Academy. After she retired she would go on to cook for various church members and her family. She got joy out of cooking for others.

After moving to Dallas she met and married Rev. Oliver J. Rowe (who also preded her in death). She received Christ in her life and became a faithful member of Full Gospel Holy Temple in 1978. She sang in the choir and served on the mother board faithfully unitl her health began to decline. She truly loved God, her leaders, and her church family. On Sunday, January 15, 2012 she was summoned by God and the Angels to come home. She has gone to receive her reward.

She leaves to cherish her memories; three children, Jerry Norman (Vickey) of Borger, Texas, Mark "Tony" Payne, Cloristene Robinson (Richard) both of Dallas, Texas; one close and loving sister, Armilla Price (Roscoe) of Dallas, Texas; nine grandchildren, Pam, Felicia, Brandy, Jeremy, Jervick, Markedra, Jordan, Kynnedy and Kihla; 12 great grandchildren; and host of nieces, nephews, family and friends.
