Jocelyn was born in Manila, Philippines, to Soledad and Francis Picard on September 6, 1955. She was the fourth of six siblings and the elder girl. She graduated from the University of Santo Tomas with a degree in Business Administration. She would put this degree to good use in her many years working with PNOC/Petrophil—where she met her boyfriend of who knows how many years and husband of 19 more, Andy—and, later, with Pac Bell/AT&T.

She was known for her kindheartedness, compassion, and thoughtfulness. A caring mother to her only child, Julia, she often cooked her favorite Filipino foods, especially kare-kare, pancit, and leche flan. When she wasn't working, she was hanging out with friends, (window) shopping,
joining casino trips, and watching her favorite TFC teleserye – particularly One Hundred Days to Heaven.

She is remembered and loved by her daughter and husband; her brothers and sister, John, Joseph, Jordan, Joanne, and Jonathan; and all of her friends and family.

Today, we say goodbye to a wonderful woman who gave her life to her loved ones. She will be missed dearly, but she will always remain in our hearts.
