Douglas was born on November 17, 1939 to Clifford Osborne and Dorothy (Rand) Osborne in Concord, New Hampshire. He grew up in Epsom and Concord with his three siblings; Deane Osborne, Claire (Osborne) Sklarin, and Gail (Osborne) Paszek. He married Nancy (Watson) Osborne and they raised their three children, James, Dale and Carl Osborne in Boscawen, New Hampshire. Following Nancy's death in 1988 he moved back to Epsom where he lived for many years. In later years he married Donna (Staples) Osborne and they shared a loving, 5 year marriage until his passing.

He had a long career as a music teacher and was most proud of building the music program at Merrimack Valley High School, opening the school in 1967. He also was a long time member and conductor of the Nevers' Second Regiment Band and continued to mentor musicians and teachers even after his retirement. He was active in the Community Players of Concord, the Concord Music Club, the Concord Chorale, the Suncook Valley Chorale, and served as president of the New Hampshire Music Educators Association. In addition to teaching music, he also pursued a career as a Real Estate Agent for Better Homes and Gardens Masiello Group Real Estate. He was a member of the Sons of The American Revolution and he enjoyed hunting. He also loved the Red Sox, traveling, and gardening. His family and friends loved his sense of humor, which followed him throughout his life and he dreamed that one day he would conduct the Boston Pops.
