Born in Clay Center, KS, Dec. 21, 1916, to Ernest and Gladys Gunter, she met and married Jack Blair, the love of her life, June 29, 1937. They settled in Levelland, TX in 1948--joined the First Baptist Church and were actively involved in the community. Ruth and Jack were well-known for laying the ground-work for the present day Hockley County Republican Party. Ruth held several secretarial positions in Levelland but the majority of her career was spent as secretary for Post Montgomery. She was particularly proud to have typed the deeds (long before computers) for the land presently occupied by South Plains College and originally owned by Post Montgomery.

She lost a 2-year-old son, Jackie Boy, and an infant daughter, Erma Gene early in her married life. Jack predeceased Ruth on July 4, 1985. She was also preceded in death by her two younger sisters, Gene Carpenter and Erma Burton. Ruth is survived by her daughter Barbara Blair Phillips & husband Ben F Phillips of Sutter, CA; her daughter Judith Blair McGee & husband Bill McGee of Lyons TX; six grandchildren: Rebecca Phillips-Kline, Michael Phillips & wife Heather, Amanda Phillips Kahn & husband Steven, Russ Phillips & wife Jessica, April Dishaw, Nicole Angela Spoor & husband Jeff. Eleven great-grandchildren: Michael and Megan Phillips; Jon & wife Angela and R J Phillips; Tripp, Avery, Hailey and David Dishaw; Jack, Elizabeth and Joshua Spoor; three first cousins and numerous nieces and nephews

Ruth loved the Lord Jesus with all her heart and is rejoicing with Him and her loved ones right now. "Believe on the Lord Jesus Christ, and you will be saved ..."(Acts 16:31).
